As part of the US Army Medical Command’s Specialty Medical Augmentation Response Team (SMART), I was deployed to Qatar to evaluate site options. I developed the requirements and schematic design for a modular medical clinic, ensuring it would withstand their desert-like environment.

Michele Torres graduated from West Virginia University in 1994 with a Bachelor of Science in mechanical engineering and was commissioned as a Second Lieutenant in the US Army as a Medical Service Corps officer. For nine years, she served as a health facility planner in Germany for the Europe Regional Medical Command; at Ft. Campbell on the LaPointe Health/Dental Clinic; and in Falls Church, VA, at the US Army Health Facility Planning Agency (USAHFPA). At USAHFPA, she assisted with the implementation of the Project Integration Division and earned her certification as a Project Management Professional (PMP). In 2001, she received the USAHFPA Commanders Award.

In 2003, Michele founded HFS Company and moved to San Antonio, TX, to provide services to the Assistant Chief of Staff – Facilities, US Army Medical Command. While there, she refined the US Army Medical Facility Investment Strategies to support balanced scorecard initiatives and assist programming requirements for capital investments as part of the Major Repair and Renewal Program (Operations and Maintenance projects over $300K) in support of the Army Medical Department’s (AMEDD) $1.4-billion inventory. She developed a management system to program Major Repair and Renewal projects by implementing policies and procedures that are paramount in the prioritization and programming of capital investment requirements of Regional and Major Subordinate Medical Commands and medical facilities throughout the Army Medical Command.

In 2011, she earned her Master of Science degree in construction management from Arizona State University. She was also awarded Woman Entrepreneur of the Year in 2011 by the San Antonio Business Journal and, in 2014, Woman of the Year in Government Contracting from American Express OPEN Forum. In 18 years to date, Michele has taken HFS into 33 states, the District of Columbia, as well as throughout Europe and Asia. HFS has been awarded over 29 prime contracts with federal agencies, receiving exceptional customer performance ratings. Michele is the sole owner of HFS and is responsible for the development of government and commercial clientele; preparation of estimates for consultation services; employee management and supervision; and daily operations of a service-disabled veteran-owned and woman-owned small business.
